Bills Approved by Both Chambers Report

At the conclusion of each spring session, ISACo publishes a report summarizing the bills approved by the General Assembly that affect or are of interest to counties. IDOR Releases SFY 2027 PPRT Estimates for Local Governments

The Illinois Department of Revenue (IDOR) estimates that local taxing districts will receive approximately $2.366 billion in Personal Property Replacement Tax (PPRT) allocations during Fiscal Year 2027, a $425.1 million, or 21.9%, increase over FY 2026 distributions. IDOR attributes the increase largely to a significantly smaller diversion from the PPRT Fund through the annual “true up” process, changes affecting business tax payments and an improved outlook for domestic corporate profits. IDOR has published estimated FY 2027 allocations for approximately 6,500 local taxing districts, including each district’s estimated allocation and FY 2026 actual disbursement. The estimates are based on current economic data, and actual distributions may vary.

BIPA Changes Emerge as Key Issue in Data Center Debate

Potential changes to Illinois’ Biometric Information Privacy Act (BIPA) are emerging as a key issue in negotiations over data center legislation. Organized labor and the data center industry are seeking targeted changes to address AI applications and the storage or transmission of biometric information, while privacy advocates and trial lawyers caution against weakening existing protections.

IDPH Reaffirms Existing Child Immunization Schedule 

The Illinois Department of Public Health (IDPH) is reminding Illinoisans that the state’s existing endorsement of the 2026 American Academy of Pediatrics (AAP) Child and Adolescent Immunization Schedule remains unchanged, despite a federal executive order this week seeking to make changes to established vaccine guidance. IDPH notes that years of study confirm the vaccines on the existing child and adolescent schedule are safe and effective in keeping children healthy and protecting them from the effects of serious preventable illnesses.

Plan to Create and Preserve Affordable Housing

The Illinois Housing Development Authority (IHDA) has published its 2027-2028 Qualified Allocation Plan (QAP), which establishes the rules and criteria governing Illinois’ Low-Income Housing Tax Credit (LIHTC) program, the state’s primary tool for financing the creation and preservation of affordable housing. The new QAP is part of Governor Pritzker’s broader housing strategy to address Illinois’ housing from multiple facets: maximizing limited federal resources for affordable housing while also supporting the conditions needed for more homes of all types to be built in communities across the state. Together, these efforts advance the goal of ensuring every Illinoisan has access to safe, stable, and affordable housing.
