During 2025, the General Assembly successfully worked toward reforming the transit agencies that provide service to the Chicago metro region. Governor Pritzker signed the bill into law on December 16, 2025. The new law has an effective date of June 1, 2026. This page updates county officials and other interested parties about the new law while maintaining all prior ISACo resources and information aggregated while the issue was being considered by the General Assembly.

Governor Pritzker Signs Sweeping Transit Overhaul and Funding Package into Law (ISACo Article - December 16, 2025)
The General Assembly approved major transit funding and reform legislation during the fall Veto Session. SB 2111 (Sen. Villivalam, D-Chicago/Rep. Eva-Dina Delgado, D-Chicago) received 72 votes in the House and 36 votes in the Senate to ensure passage.

Transit funding and reform legislation did not make it through both chambers in the waning days of the spring legislative session. HB 3438 (Rep. Andrade, D-Chicago/Sen. Villivalam, D-Chicago) is a key reform and funding bill considered during the final days of session. ISACo did not take a position on the legislation because of divergent positions among affected member counties.
